WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Management and Program Analyst, you will: Serve as the principal advisor and executive lead for all talent management initiatives that support the Office's mission and priorities.

Develop and implement human capital and talent management plans aligned with OCIO's mission, priorities, and workforce needs.

Work closely with HHS leadership, human resources offices, and external stakeholders (e.g., Office of Personnel Management (OPM), Office of Management and Budget (OMB) to support government-wide talent management initiatives and promote effective talent management practices.

Leverage workforce analytics, dashboards, and other data tools to monitor the effectiveness of talent management programs and inform data-driven decision-making.

Supervise a multidisciplinary team of management analysts, talent management specialists, and program staff; Provide direction, assign work, evaluate performance, and support career development.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position.

To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following: Leading a comprehensive human capital program, including workforce planning, talent management, recruitment, performance management, position management, and HR policy implementation; Overseeing the planning, development, and implementation of human capital strategy plan, human capital programs, and HR service delivery that align with the agency's mission and long and short-term goals; Serving as a key advisor to senior leadership on complex, sensitive and controversial human resources matters, including workforce planning, talent management, organizational restructuring, and policy interpretation; Developing, implementing and communicating data-driven human capital programs, strategies, policies and procedures that are responsive to the needs of the agency's mission, and workforce trends; Leading staff employees performing HR work and providing administrative and technical supervision and guidance as necessary for accomplishing the work.
