Duties of the position include but are not limited to: Conducts organizational and manpower studies to identify workflow and staffing efficiencies. Develops, implements, and maintains administrative policies, procedures, and service-line guidance. Coordinates organizational needs based on long- and short-range planning.

Provides administrative management for programs and identifies when policy updates are needed. Supports standardization and process-improvement initiatives across PMRS. Participates in strategic planning and analyzes impacts on administrative operations. Identifies training priorities and determines training needs.

Designs, develops, and delivers training materials, courses, and instructional methods. Evaluates training effectiveness and modifies programs based on findings. Provides training and guidance to administrative staff and system end-users.

Data Quality, Analysis & Reporting Ensures data accuracy through validation, cross-checking, and corrective action. Conducts complex healthcare analytics to identify trends, gaps, discrepancies, and opportunities. Develops and maintains performance reports for clinics and providers.

Produces ad-hoc data extracts, dashboards, and decision-support tools using VistA, VSSC, SQL, CDW, Pyramid Analytics, Excel, and Access. Prepares weekly and monthly reports for leadership to support decision-making.

Performs data analysis for all programs including Physiatry, Pain, Physical Therapy, Occupational Therapy, Recreational Therapy, and Whole Health. Monitors clinic workflow, access, capacity, and performance metrics. Identifies root causes of access or performance issues and recommends data-driven solutions.

Applies systems redesign, rapid-cycle improvement, and operational management principles to enhance clinic efficiency. Plans, schedules, and conducts studies to evaluate clinic operations. Shares best practices and improvement strategies across and the health system. Develops and manages systems, processes, databases, and data-tracking methods.

Maintains service-level SOPs, Coordinated Care Agreements, MOUs, and other governance documents. Manages user access controls, database tables, and document storage processes. Ensures data sites, dashboards, and reporting platforms remain current and accurate. Collaborates with OIT to support continuity during system updates.

Monitors and maintains provider panels, capacity, load leveling, and profile accuracy. Oversees consult management processes, ensuring timely, accurate, and compliant consult activity. Corrects transmission issues and resolves appointment discrepancies.

Provides recommendations on resource allocation, staffing, FTE distribution, and system utilization. Supports long-term staffing projections (1-, 5-, and 20-year planning). Supports coordination of care within VA and community resources. Provides high-level operational support in implementing and managing programs.

Serves as liaison between PMRS and other facility departments. Establishes, monitors, and reports outcome measures for programs. Plans and coordinates improvement projects and events. Work Schedule: 40 hours a week, Monday - Friday, 7:00 am - 3:30pm Compressed/Flexible: Telework: This position may be authorized for telework.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the ???????GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Grade GS-7 (Developmental) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Collecting and validating operational data and assisting with reports and summaries. Monitoring routine workflow and performance indicators and identifying straightforward operational issues.

Assisting with consult/request, scheduling, workload, and other administrative processes and resolving routine discrepancies. Maintaining records and standard documents and assisting with user access and data tracking activities in organizational systems.

Supporting planning and process improvement activities through information gathering, coordination, and implementation support. OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement in a related field. OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and graduate education may be used to qualify applicants for GS-7 level.

GS-9 (Full Performance Level) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Analyze operational and program data to identify trends, gaps, discrepancies, and opportunities for improvement and prepare recurring or ad-hoc reports to support management decision-making.

Conduct workflow, workload, or organizational analyses and develop recommendations to improve operational effectiveness. Apply process improvement methods to resolve operational issues and evaluate program outcomes. Oversee consult, request, scheduling, and other administrative processes and resolve related workload, access, or data discrepancies.

Manage user access and data-tracking processes and maintain organizational records, systems, and governance documents. OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education in a related field leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond the first year or 18 semester hours may be used to qualify applicants for the GS-9 level.
