The incumbent is responsible for evaluating and certifying accuracy and cost responsiveness of low bidders to peer and subordinate level project managers. Develops and recommends operating policies and procedures governing all cost management activities for the design and construction of ABMC's projects.
Reviews and certifies A&E cost estimates for major systems, large buildings and provides consultation with A&E estimators and Project Managers. Works side-by-side with local contracting and facilities staff ensuring full integration of sound estimating principals are incorporated in all responsible projects.
Oversees reasonableness of cost, conformance with criteria, and compliance with policies and procedures. Overseas Information Please note the following information related to this overseas assignment: The selectee will be required to obtain a diplomatic passport and appropriate visas (at the cost of the Agency) prior to assignment.
The selectee will be required to live in assigned, government quarters. English language schooling for school age dependents may be limited in the vicinity of this assignment. The selectee will receive post allowance and/or post differential in accordance with Department of State Standardized Regulations (DSSR) in lieu of locality pay.

On this overseas accompanied tour, medical and dental services may not be available in the immediate location and/or may be provided solely by host nation providers. The availability and level of care at host nation medical facilities will vary by location.
Movement overseas may require the selectee to initiate a change in your health benefits plan to ensure coverage. Eligibility for foreign area benefits will be determined at the time of hire, and may change at any time depending on law, regulation and Agency policy.
The majority of entitlements through a civilian Permanent Change of Station (PCS) with the government will be considered taxable benefits by the Internal Revenue Service (IRS). However, any additional taxes incurred will be offset either by government regulations, Agency policy, or both, as applicable.
Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Foreign Language Preferred ABMC operational positions are located overseas and proficiency in French is preferred for final selection for this role. Commission representatives may correspond with applicants in the required language throughout the application process.
Applicants may be evaluated by a third-party testing organization to determine their proficiency in speaking, listening comprehension, and reading using the Interagency Language Roundtable (ILR) scale. If required, you should be prepared for a language evaluation immediately upon consideration.
A minimum score of ILR speaking 2+ / reading 2+ is required to qualify. More information on the ILR scale is available online. If you are selected at the minimum score(s), you may be required to complete a language training program and/or re-test as a condition of continued employment.
Preferred Language Requirement Proficiency in any additional ABMC languages (Arabic, Dutch, French, Italian, Spanish, or Tagalog), while not required for selection, should be indicated on your application.
Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: Managing or overseeing engineering, architecture, construction, facilities, or infrastructure programs involving multiple concurrent projects and stakeholders; Applying Life Cycle Project Management principles to plan, execute, monitor, and evaluate design, construction, repair, renovation, maintenance, or capital improvement projects; Performing technical evaluations and analyses of engineering, architectural, or construction projects to assess cost, schedule, risk, scope, quality, and overall program performance; Leading or supporting acquisition and contracting activities, including development of technical requirements, statements of work, source selections, proposal evaluations, negotiations, contract administration, or quality assurance activities associated with architect-engineer or construction contracts; Applying quality assurance and quality control (QA/QC) principles, standards, and procedures to engineering, construction, facilities management, or infrastructure programs; Managing facilities, real property, or asset management programs, including preventive maintenance planning, facility condition assessments, work prioritization, deferred maintenance analysis, or facility management databases and systems; Utilizing quantitative and qualitative analytical methods to prioritize projects, evaluate competing requirements, support capital planning decisions, and allocate limited resources across a portfolio of programs or projects; Providing technical recommendations and briefings to senior leadership regarding engineering programs, project execution, budget requirements, facility conditions, infrastructure priorities, or business case analyses; Coordinating with multidisciplinary teams, contractors, architects, engineers, government officials, customers, and external stakeholders to resolve complex technical, programmatic, cost, or schedule issues; Applying engineering, architectural, construction, facility management, environmental, safety, or building code requirements to support project development and program execution; Preparing technical reports, program analyses, budget justifications, cost estimates, project documentation, or executive-level presentations supporting organizational decision-making: Developing, reviewing, validating, or managing independent government cost estimates (IGCEs), construction cost estimates, architect-engineer cost proposals, or project budgets for construction, maintenance, repair, renovation, or infrastructure projects.
Highly Desirable Experience: Candidates with one or more of the following qualifications are highly desirable: * Professional Engineer (PE) license * Registered Architect (RA) or Architect Registration * Project Management Professional (PMP) certification * Experience managing overseas, international, military, federal, or historically significant facilities and infrastructure * Experience with facility management systems, asset management platforms, or computerized maintenance management systems (e.g., Archibus) * Experience supporting executive-level reporting, including budget submissions, capital investment planning, or briefings to senior government officials NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0801 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
