As a Supervisory Budget Analyst, you will perform the following duties: Work with the Bureaus Budget, Program Office budget analysts, Business Managers and Line Office Budget Execution Division Chief to execute the Resources Management Branch (RMB) Budget.

Review, analyze, consolidate, and revise budget estimates, justification statements, and budget execution plans. Advise managers on appropriate budgetary action to be taken to meet agency needs and make recommendations affecting substantive programs.

Serve as an expert financial management data analyst and generate analytical reports and electronic presentations. Utilize automated systems to generate and present budget and financial analysis reports for senior management use in prioritizing activities and allocating resources.

Serve as a recognized technical authority on the development and interpretation of budgetary guidelines, policies, legislation, and regulations covering the budgetary operations of one or more substantive national programs. Provide advice to top management within the organization on the Federal budget execution process.

Oversee the work performance of subordinates and provide counseling and instruction on work and administrative matters. Set the short term and long-term work priorities and prepare schedules and resources needed to accomplish the work.

NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-3 or GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service.

Specialized experience MUST include all of the following: Assisting with budget estimates, justification statements, and execution plans for budget development; and Participating in the review and analysis of cost data to assist with preparing financial reports. Planning or evaluating projects to ensure compliance with priorities and regulations.

OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related.

OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of successfully completed graduate-level education and specialized experience may be used to meet the total experience requirements. Note: Only graduate-level education in excess of the amount required for the next lower grade level may be combined with experience.

To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service.

Specialized experience MUST include all of the following: Reviewing budget estimates, justification statements, and execution plans for office programs in preparation of budget development; Utilizing automated systems to input, review and analyze cost data to prepare and track monthly financial reports; and Planning and evaluating teams, such as assigning work, setting priorities, and arranging training.
