We are seeking an experienced Business Analyst to support requirements elicitation, analysis, documentation, traceability, and acceptance for an enterprise Pega-based modernization effort within the Department of Veterans Affairs.
This role works with business owners, technical teams, cybersecurity stakeholders, and Product Owners to translate planning, budgeting, execution, acquisition, reporting, and compliance needs into clear, testable requirements.
The position emphasizes strong analysis and stakeholder facilitation while avoiding unnecessary dependence on prior experience with a specific VA system. DUTIES AND RESPONSIBILITIES:
Plan and facilitate requirements workshops, interviews, document reviews, and validation sessions with business, technical, data, security, and governance stakeholders.
Develop and maintain requirements-management artifacts, business requirements, assumptions, constraints, use cases, user stories, and acceptance criteria.
Analyze current and future business processes across planning, programming, budgeting, execution, acquisition, approvals, reporting, and audit support.
Decompose business, functional, technical, and non-functional needs into implementation-ready epics, features, stories, and backlog items.
Maintain end-to-end traceability from mission need and contract requirement through design, backlog, configuration, test evidence, release, and acceptance.
Capture data, integration, security, privacy, accessibility, records-management, and operational requirements in collaboration with subject matter experts.
Support backlog refinement, prioritization, dependency analysis, requirement-change control, and impact assessment.
Collaborate with architects and developers to clarify requirements and verify that proposed designs address stakeholder intent without unnecessary customization.
Support functional testing and UAT by defining expected outcomes, reviewing test coverage, triaging requirement questions, and coordinating acceptance inputs.
Provide process and role information to training, communications, technical-writing, and support teams.
KNOWLEDGE AND SKILLS REQUIRED
4+ years of experience as a Business Analyst, Requirements Analyst, Product Analyst, Systems Analyst, or comparable role supporting software or systems delivery.
Demonstrated experience eliciting and documenting business, functional, technical, and non-functional requirements.
Experience developing user stories, use cases, acceptance criteria, process documentation, and requirements traceability.
Ability to analyze complex business processes and translate stakeholder needs into clear, actionable implementation guidance.
Experience working in Agile, iterative, or hybrid delivery environments with Product Owners, architects, developers, and testers.
Strong facilitation, analytical, problem-solving, written communication, and stakeholder-management skills.
Experience with tools such as Jira, Confluence, SharePoint, Visio, Excel, or comparable requirements and collaboration platforms.
Ability to work effectively in a remote, cross-functional, client-facing environment.
KNOWLEDGE AND SKILLS DESIRED
Experience in Federal, state, health, financial, acquisition, or another regulated environment; direct VA experience is beneficial but not required.
Familiarity with PPBE, budgeting, financial execution, acquisition workflow, reporting, or internal-control processes.
Exposure to Pega, Appian, Salesforce, or another enterprise low-code/workflow platform.
Working knowledge of FedRAMP, Section 508, role-based access, audit trails, or data-governance concepts.
CBAP, CCBA, PMI-PBA, Agile, product, or process-improvement certification is preferred, but not required.
EDUCATION
Bachelor’s degree in Business Administration, Information Systems, Finance, Public Administration, Computer Science, or a related discipline, or an equivalent combination of education and experience.
CLEARANCE
Must be able to obtain and maintain a Public Trust clearance.
