The Management Analyst is responsible for managing HR programs related to staffing, classification, employee and labor relations, workforce development, and equal employment opportunity.
In this position, you will: Conduct workforce planning and organizational assessments by analyzing staffing levels, position management, workload allocation, and competency needs, and recommends strategies to optimize workforce performance and achieve program goals.
Provide HR advisory services to managers and employees on staffing, recruitment, classification, employee relations, performance management, compensation, and employee development. Provide strategic HR policy and program support by advising leadership on personnel policies, procedures, and workforce management matters.
Serve as the technical expert for HR information systems, overseeing data maintenance, reporting, and electronic processes while providing user support and guidance.
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service.
For this position, specialized experience is defined as supporting the implementation and integration of an enterprise-wide Human Resource Management System (HRMS), analyzing administrative policies and operational issues, and assisting with planning, coordination, leadership support, and management oversight activities.

OR Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Or a Combination: Education and experience may be combined to meet the basic qualifications.
