Supervisory Program Analyst

Develop, implement, and oversee the Engineering Division’s operating budget in the Corps of Engineers Financial Management System (CEFMS) and ensure compliance with the Chief Financial Officer’s Act.

Manage the Supervision and Administration budget for construction across the region, ensuring compliance, forecasting resources, coordinating financial controls, and analyzing legislation to optimize funding, staffing, and program execution.

Analyze complex mission programs and funding impacts; advise leadership, adapt analytical methods, coordinate IT solutions, and recommend policy changes to optimize Europe District program efficiency and compliance.

Supervise program analysts, ensuring alignment with strategic goals, managing workloads, advising on financial matters, fostering collaboration, training staff, evaluating performance, and promoting efficiency and Equal Employment objectives.

Specialized Experience: One year of specialized experience which includes: 1) Developing the fiscal year budget of a major engineering or construction program or department; 2) Ensuring that government obligations and payments are made to meet the requirements of the Prompt Payment Act; AND 3) Utilizing financial management systems to process funding and budgetary work, including all commitments, obligations, and payments.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone- no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
