Serves as an expert change management practitioner, advocate and liaison between VA, VBA, VACO business lines and EDU. Makes recommendations to the business lines that may influence VBA policy and may change the direction of the business line's strategic plan and implementation of the initiatives.

Specific duties include: The incumbent reports to the Program Integration Officer and serves as the Chief of EDU-Change Management, Education Service, VBA. The incumbent has the authority and responsibility for planning, accomplishing, supporting and/or evaluating assigned functions/projects of the division.

Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

Employee change management theory to drive faster adoption, higher ultimate utilization of and proficiency with organizational changes that impact employees and stakeholders. Improvements that will increase benefit realization, value creation, return on investment and the achievement of results and outcomes.

Ensure the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.

Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.

Provides senior executives with critical input pertaining to the development, implementation and assessment of strategic ongoing procurement and business plans.

Provides expert coaching to VA and VBA executives, senior leaders, managers and supervisors to improve implementation, communication and execution of change management plans throughout the workforce.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/04/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-14.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Experience in applying change management principles, methods, and tools to lead organizational transformation initiatives.

Experience in providing expert advice and coaching to senior leaders and executives on the development, implementation, and communication of change management strategies. Experience in leading change management efforts to modernization transformation of a large-scale federal benefits or service delivery program.

Experience in building relationships with business line leaders to align change management activities.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs.

Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may require.
