Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; and analyze and integrate program financial, technical, and other information.
Develops detailed plans, goals, and objectives for the long-range implementation, administration and change of procurement and purchasing functions, and develops criteria for evaluating the effectiveness of the procurement and purchasing program.
Analyze and measure the effectiveness, efficiency, and productivity of procurement and purchasing operations to assist scientific staff members in acquiring goods and services.
Serves as an expert program analyst and provides assistance in one or more of the following areas: program oversight, strategic planning, research coordination, and application of general acquisition concepts.
Ensures compliance of programs with various requirements and develops strategies for improving program operations.
Utilizes new study methods and techniques in conducting complex studies and audits of procurement operations.
Evaluate the content of new or modified legislation, and/or agency policies and procedures for projected impact upon programs and resources.
Maintain broad knowledge of relevant research and evaluation findings as well as legislative developments related to assigned areas.
You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. supporting the development, implementation, and evaluation of procurement, purchasing, or related programs; 2. coordinating acquisition, procurement, or project management activities, including planning and processing requirements; 3. coordinating purchase requests, funding, and related transactions using automated business or financial systems; 4. analyzing procurement, purchasing, or budgetary information to identify issues, assess program operations, and develop reports or recommendations; and 5. providing guidance to staff and stakeholders on procurement, purchasing, and related policies, processes, and procedures.
