Performs reviews and critical assessments of programs in areas in support of the USG missions conducted overseas of OIG, DoW, or congressional interest.
Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information. Provides recommendations and conclusions with justification.
Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects.
Researches and writes reports that are accurate, timely, and suitable for the intended audience, occasion, and purpose.
Utilizes the knowledge of the DoW IG oversight work product and planned programs to assist the program directors and the DIG OCO in the preparation and presentation of complex materials or highly complex issues before a wide variety of audiences.
Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09.
Specialized experience is defined as: being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions; participating in comprehensive studies, evaluations, and assessments of DoW/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations; and using analytical methods and techniques and organizing and applying knowledge to the oversight of overseas contingency operations.
For entry at the GS-12 level you must have 52 weeks of specialized experience at the next lower grade level of GS-11.
Specialized experience is defined as: being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions; independently conducting comprehensive studies, evaluations, and assessments of DoW/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations; and using analytical methods and techniques and organizing and applying knowledge to the oversight of overseas contingency operations.
For entry at the GS-13 level you must have 52 weeks of specialized experience at the next lower grade level of GS-12.
Specialized experience is defined as: being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions; conducting or leading teams in comprehensive studies, evaluations, and assessments of DoW/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations; and using advanced analytical methods and techniques and organizing and applying broad, comprehensive knowledge of the law, regulations, directives, functional policies, procedures and techniques related to the oversight of overseas contingency operations.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying.
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
