You will serve as a Supervisory Management and Program Analyst (Human Systems Integration Deputy) and be responsible for providing oversight in the strategic planning for the effective application of Human Systems Integration (HSI) within all Coast Guard Acquisitions (surface, aviation, C5ISR, shore-side support, and logistics).
The incumbent administers and supervises the CG-WMR-3 staff, except the Program Director. As the Deputy Office Chief, the incumbent is second in leadership and management of all Office activities and administration and serves as acting Division Chief in the Chief's absence.

Typical work assignments include: Supervising manpower analysts, human factors engineering psychologists, system safety analysts, and human performance support and training analysts performing work at the O3-O5 and GS-7 through GS-14 levels.
Performing the administrative and human resource management functions relative to the staff supervision. Establishing guidelines and performance expectations for staff members.
Conducting agency-wide studies of extensive scope and duration to redistribute the workforce, positions, and support functions and/or commands to best meet Acquisition requirements.
Coordinating with program officials to evaluate difficult and complex organizational operations and activities and to recommend improvements to associated Human Systems Integration (HSI) domains during all phases of the acquisition lifecycle framework.
Identifying and analyzing trends in the receipt, obligation, or expenditure of funds, to ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
Supervisory Responsibilities - Ability to plan, organize, and direct team work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
Organizational Analysis - Planning and establishing an organizational analysis program that encompasses extremely large, difficult, and diverse projects for several major agency components.
Qualitative/Quantitative Methods - Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
