Management and Program Analyst

As a Management and Program Analyst, you will: Support the enterprise governance process, including providing business areas with support on business case development, integrating initiatives with the Fiscal Service multi-year investment plan, and directly administering the governance boards.

Support the Fiscal Service planning and performance process, including devising and developing detailed goals, objectives, strategies and measures for the long- and short-range administration of major Bureau programs.

Provide expert analysis to management that encompasses programmatic milestones, schedules, and budgetary resource planning and execution required for effective management, operations, and decision making in support of a program or functional area.

Coordinate and align Fiscal Service annual priority and project planning efforts with fiscal agent, financial agent, and budget planning. Collaborate with a variety of offices on the analysis, assessment, and reporting of shared efforts, such as budget justification, risk management, program management, and other planning-related activities.

For the GS-13 Specialized Experience is defined as one year of experience at the GS-12 level or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience for this position includes: Leading enterprise planning and governance activities such strategic planning, portfolio management, investment planning, or organizational planning AND -Developing strategic planning products and recommendations such as goals, priorities, business cases, investment recommendations, implementation plans, or organizational strategies that support executive decision-making and enterprise alignment; AND -Conducting complex quantitative and qualitative analyses and communicating findings through executive-level decision-support products such as briefings, strategic reports, governance review materials, dashboards, or other analytical deliverables to provide recommendations to senior leaders regarding organizational priorities, enterprise initiatives, or resource alignment.
