Program Analyst

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

Acts as the Lead Federal Agency Travel Administrator (FATA) of the CONCUR travel system, or any system that replaces CONCUR. This includes liaison between Strategy and Policy and the VS Lead Travel Team.

Develop travel processes to include domestic travel in the Continental United States (CONUS) or Outside the Continental United States (OCONUS), in-kind and foreign travel.

Utilize thorough knowledge of the Strategy and Policy organization to accept, process, and track travel requests, and cost analyses from beginning to end.

Serves as the subject matter expert (SME) on conference approval process in accordance with all Departmental Regulations and Guidance Documents.

Participates in special projects, other studies, and work groups, relating to internal operations.

Independently researches, analyses, and compiles statistics and data from recurring and special reports utilizing a variety of sources to obtain information from sources both internal and external.

Gives on-the-job training to employees in accordance with established procedures and practices.

Develops survey instruments for data collection regarding training events or other special events.

Analyses, tabulates and summarizes data collected from these survey instruments, and formulates recommendations for improvements.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Independently carries out recurring management and/or program analysis clerical or technical tasks or assignments.

Maintains established records of management or program analysis data and reports. Provides standard explanations of procedures and requirements and identifies clear errors in data. Compiles management or program analysis data into prescribed formats.

OR Master's or equivalent graduate degree in Business Management, Business/Public Administration, Human Resources or in a related field or 2 full years of progressively higher level graduate education leading to such a degree. Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
