Serving as a Management Analyst GS-0343-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located within the Director's Office in the Office of Chief Counsel (OCC).
The primary purpose of this position is to provide management analysis services to the staff, managers and supervisors in the assessment and evaluation of assigned programs. Those services support managers in aligning programs with organizational and Departmental Strategic Plans and mission-related goals and objectives.
Typical duties include: Receiving and administering diverse projects involving current and proposed directorate plans and programs, long range planning studies, internal program review and analysis, project tracking systems, projects involving the allocation and commitment of FLETC resources, operating agreements with other bureaus and departments, and funding development and justification.
Serving as project coordinator for OCC by assigning, tracking, providing assistance, and assuring timely completion of projects. Planning, evaluating, coordinating, and integrating activities with other FLETC staff and related program functions.
Automating and assembling data and reports for-analysis of profiles and effective evaluation of programs and operations. Conducting detailed analyses of functions and work processes of broad administrative programs and making recommendations for improvement in the effectiveness and efficiency of work operations.
Conducting detailed analyses of best practices demonstrated by other government agencies and the private sector for possible FLETC implementation. Providing guidance on effective alternatives and resolutions to problems evidenced in data analysis.
Assisting FLETC managers and supervisors in devising ways and means to acquire, analyze, and interpret data as it relates to workload projection and forecasting, mission support requirements, evaluations, and reporting. Documents and tracks staffing and resources allocation/utilization.
Participating in the preparation of programming and budgetary projections and the accomplishment of program formulation and execution for OCC and subordinate divisions. View common definitions of terms found in this announcement: Common Definitions.

For additional assistance, please visit: USAJOBS Help Center - Update your resume now so it meets new resume requirements Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level performing the following duties: 1) Utilizing qualitative and quantitative techniques to analyze and/or measure the effectiveness, efficiency, and productivity of assigned programs and recommend methods for improvement AND; 2) Providing guidance to senior staff regarding complex administrative queries AND; 3) Coordinating the preparation, review, and consolidation of annual and multi-year budget requests into a consolidated budget request AND; 4) Collaborating with internal and external customers to administer current and proposed strategic and operational plans and programs.
Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current FLETC General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
Note: Current FLETC Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.

FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
