Duties: Duties may include, but are not limited to: Develops training programs increasing success rates for pre and post doctoral fellows and trainees. Write and edit a variety of complex scientific grant proposals, journals, manuscripts using a substantial knowledge of medical science, research, and related fields.
Creating social media and website content; social media posts, videos, etc. explaining research programs, process and technologies. Writes, edits, and coordinates research proposals. Interviews professional and technical professionals. Prepares post-funding reports, analysis, and analytics.

Understanding publishing, journal and media concepts, practices, standards for science publications Manages submissions to scientific publications by meeting with Investigators to understand the research advancements and goals of the publication.
Interpret and explain a variety of technical subjects, and write or edit materials tailored to specific media and audiences using a strong knowledge of publishing concepts, practices, standards, and technologies for the media. Prepare ORD Annual Report, Report to the Community and presentations highlighting Center accomplishments and achievements.
Coach and assist investigators during article writing, managing references, advising on content and submission requirements This position is Not to Exceed 1 year, but can be extended up to 4 years. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position is authorized for AD HOC telework at supervisor's discretion.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Do not submit an award SF50 for Time in Grade requirements.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement.
If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Do you possess progressive experience with Functional Electrical Stimulation research?
You may qualify based on your experience and/or education as described below: GS-09 Grade Level Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Technical Writer-Editor, GS-9 position, and that is typically in or related to the work of the position to be filled.
To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-9. Examples of specialized experience typically include, but are not limited to: One year of specialized experience equivalent to the GS-07 level. Developing, managing, and coordinating research grant proposals.
Creating and managing submissions to scientific publications and journals. Writing and editing scientific educational presentations, publications, news releases for FES programs. Strong understanding of medical Science, FES technologies, and research methods.
Responsible for all submissions and their overall quality, provide insight, analysis and guidance to ensure that all submissions have the best possible chance of success and complies with post funding reporting. OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position.
For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond Undergraduate.
