FINANCIAL SYSTEMS PROJECT MANAGER

Serves as a System Manager for the Defense Civilian Pay System (DCPS), Information and Technology (IT) Directorate.

Responsible for management and operational control over the most challenging and complex finance and accounting information systems projects.

Apply knowledge of financial management systems development life cycle planning to oversee system design, test and implementation requirements.

Develops and employs tools and methods to track progress throughout the life cycle of a project and ensure schedules and objectives are accomplished according to milestones.

Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work.

Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings and information papers.

Directs the Defense Civilian Pay System (DCPS) budgetary lifecycle by overseeing daily operating funds, tracking system obligations, managing contracts and ensuring accurate execution of funding.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Performing analysis and support for automated financial systems; interpreting and applying financial legislation, policies, procedures and regulations as they relate to automated financial systems design and operations; identifying opportunities to modify, automate, and test financial systems and processes; AND, managing or leading information technology projects in support of automated financial systems during the entire project life cycle including planning, development, execution, and evaluation of project performance.

This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.

If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period.
