VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Major duties include, but are not limited to: Program Management: The Legacy VISN 23 Pharmacy Facility Program Manager (Pharmacist) contributes directly to VISN-level facility program management by developing, organizing, coordinating, and executing pharmacy data programs that span multiple facilities and clinical domains.

Although this position is non-supervisory, the incumbent manages all analytic and data-driven components of distinct pharmacy programs and ensures these programs function efficiently, safely, and in alignment with VISN and national priorities.

Manages all data-centric aspects of VISN pharmacy facility programs, data workflow design, and the development of standardized procedures supporting facility and VISN-wide operations.

Coordinates program activities across multiple sites within Legacy VISN 23, including medical centers, outpatient clinics, and specialty service lines, ensuring consistency in data management practices and reporting requirements.

Serves as the VISN point-of-contact for pharmacy-related data programs, maintaining continuous engagement with facility leadership, the VISN Pharmacy Executive Team, interdisciplinary partners, and national EHRM and PBM stakeholders.

Designs, organizes, and implements data analytics programs that support medication safety, operational efficiency, pharmacoeconomic initiatives, automation systems, and enterprise-level reporting needs. Develops and maintains data infrastructure, analytic tools, dashboards, and methodological standards used across multiple programs within the VISN.

Establishes program metrics, performance indicators, workflows, and reporting cycles to ensure accurate monitoring and continuous evaluation of program outcomes. Data Management and Analysis: Extracts, validates, and analyzes pharmacy data including EHR data to support operational, clinical, and pharmacoeconomic programs.

Develops and implements data tools for population health management, gap identification, clinical performance dashboards, and project reporting. Performs deep-dive analyses to validate the accuracy and integrity of requested pharmacy data.

Oversees implementation of innovative technology and data resources enabling identification of actionable clinical or operational interventions. Maintains a robust data management infrastructure supporting pharmacy action plans, patient safety initiatives, quality improvement efforts, and outcome tracking.

Develops and validates extraction and collection processes for workload analysis, resource utilization, operational efficiency, cost and value assessments, performance metrics, budget monitoring, and ad hoc reporting.

Administrative: Supports Legacy VISN 23 EHR and pharmacy leadership in identifying, analyzing, and resolving EHR-related pharmacy data issues. Serves as liaison with EHR vendor representatives, National VA EHR program offices, and facility pharmacy leadership for data extraction and analytic concerns.

Functions as the subject matter expert for pharmacy domain EHR data, workflows, and analytics tools. Reports data analysis results, trend summaries, and issue status to the VISN Pharmacy Executive Team. Participates in VISN and facility committee meetings, providing updates on pharmacy data issues and analytics initiatives.

Develops relationships with other data sources across the enterprise to support complex clinical problem solving. Quality Assurance / Process Improvement: Leads development and implementation of process improvement strategies for pharmacy data reporting and workflow optimization.

Assesses productivity, effectiveness, and efficiency of VISN pharmacy data operations, identifying opportunities for improvement. Monitors effectiveness and consistency of VISN-deployed tools and processes; recommends refinements or corrective actions.

Interprets national, VISN, and local policy changes related to medication management and assists in developing related training, workflow updates, and EHR enhancements. Education and Training: Develops supplemental training materials and educational programs related to pharmacy data issues and reporting requirements.

Educates VISN and facility staff on the use of data tools for tracking, trending, population management, and analytic interpretation. Coordinates educational efforts for clinical pharmacists, technicians, and interdisciplinary teams to ensure consistent application of pharmacy data management processes and business rules.

Maintains up-to-date knowledge of pharmacy information resources, clinical therapeutics, and disease management topics linked to pharmacy services. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.

(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program.

Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)).

Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: Facility Program Manager, GS-13: Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. And Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, Pharmacists assigned to this position must demonstrate all of the following KSAs.

Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.

Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
