Space Project Management Specialist

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion.

The agency currently allows for 52 hours of telework per leave year.

This position is perfect for you if: You're excited to serve as the Project Manager responsible to manage small-to-large projects, from initiation to completion, as part of a planned space program, following good practices of communication, organization and development of timelines.

You'll thrive providing primary advice and assistance to officials in identifying and resolving workflow and layout problems resulting from program changes, ineffective layout, and personnel expansion. You enjoy leading the preparation, consolidations, and finalization of floor plans for offices upon request.

You excel in conducting surveys dealing with such items as heating, air conditioning, sound-proofing partitions, fire-rated partitions (slab-to-slab), major changes to lighting, installation or removal of partitions, wall-mounted thermostats, ceiling speakers, etc., finishes (paint, carpet, floor, base, etc.) and electrical requirements for normal office functions, as well as specialized equipment, to include surveys assessing furniture types and dimensions.

You're skilled at writing tasks using appropriate obligation funding information and GSA reimbursable work authorizations to provide alterations. You're energized by preparing cost analyses upon request from high-level offices at USPTO regarding new space or expansion to support budget projections for long-range plans.

You're excited to perform as the Contracting Officer's Representative (COR) responsible for inspection, review, and verification of contractors' work efforts, reports, plans and invoices for the organization's contracts.

You thrive meeting with USPTO employees throughout the organization in the course of developing programs, managing completion, serving on special planning committees, and interacting with user division analysts to ascertain their communications requirements.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to GS-12 in the Federal service: For this position, the next lower grade level is a GS-12.

Specialized experience for this position includes: Experience independently conducting surveys and site inspections related to construction and renovation projects; Experience planning and implementing projects to promote efficient use of space to include construction management, site organization and customer coordination; Experience serving as a Project Manager responsible for small-to-large projects from initiation to completion; and Experience preparing cost analysis to support budget projections for long-range space or expansion plans.

Selective Placement Factor: Must currently possess a COR Level I certification.
