IT PROGRAM MANAGER

You will provide program/project management oversight for Naval Enterprise Network (NEN) operations and supported contracts in order to ensure NEN contract deliverable services are consistent across the enterprise.

You will provide preparation and review of the DON/DOW/Command’s policy requirements; planning, oversight, and management of financial and general acquisition program objectives.

You will serve as the touchpoint to liaison enterprises' needs to the respective DON/DOW authorities.

You will lead IT project teams in a visionary and collaborative customer-focused manner, managing hardware, software, systems, services, engineering, integration, and documentation activities to provide and maintain fully functional IT capabilities.

You will oversee and manage the organization’s development, dissemination, interpretation, execution, and overall management of IT policies and standards, organizational strategy, governance, resource management, and community management.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Managing complex Department of Navy/Department of War (DON/DoW) enterprise networks (CONUS/OCONUS) at a senior-level, with a proven mastery of the Systems Development Lifecycle (SDLC), PMI principles, and data analytical tools (e.g., Power BI) to track program costs, schedules, milestones (POA&Ms), risks, and conduct Analysis of Alternatives (AoAs); 2) Developing, interpreting, and executing IT policies and organizational strategies aligned with CIO goals, including a demonstrated capability to translate complex military mandates into local operating procedures, managing IT investment portfolios, and leveraging Enterprise Architecture frameworks to ensure system interoperability; 3) Analyzing financial/operational metrics and delivering evidence-based recommendations to leadership through a strong working knowledge of the Navy acquisition process, IT contract vehicles, and vendor oversight, combined with a practical understanding of the Planning, Programming, Budgeting, and Execution (PPBE) framework; and 4) Leading multi-disciplinary working groups, resolving organizational bottlenecks, and delivering outstanding oral and written communications to senior executive stakeholders using advanced leadership and interpersonal skills.
