Program Management Specialist #442

Manages work plans and coordinates projects, tasks, resources, deadlines, and priorities to staff; monitors work progress, adjusts project schedules and updates status of work on a regular basis.

Plans, directs, and executes programs to include developing supporting materials, policies, procedures, agreements, and other programmatic materials and publications. Identifies issues, develops solutions, and advocates for corrective actions to ensure sound program management.

Performs monthly safety inspections in SAA spaces and annual health and safety inspections for Office of Congressional Workplace Rights. Other duties as assigned.

Required Work Experience Two (2) to three (3) years of experience in facilities/project management.

Required Special Skills/ Knowledge Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics, and the Architect of the Capitol pertaining to facilities management.

Knowledge of office equipment, computers, relevant software/Web applications, and spreadsheets and databases. Knowledge of or ability to learn current occupational and environmental safety and health practices, programs, laws, codes, and standards. Ability to communicate and manage complex projects with diplomacy, tact, and professional bearing.

Ability to apply general program management practices and principles. PMP or other professional/project management certifications.

Skilled talent in reaching out to and across to SAA departments, sister agencies, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Working Conditions This position requires an onsite presence and directly supports essential services of the U.S. Senate when in session.

As such, this position requires the employee be available and prepared to work during a lapse in appropriations, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted. The U.S.

Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays.

Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays. Moderate (carrying of items less than 50 pounds). Work requires frequent physical effort walking, bending, crawling, standing for long durations.

Physical dexterity in the use of fingers and limbs in the operation of hand equipment. Occasional exposure to noise and cold temperatures (from computer equipment), to chemicals and allergens (besides chemicals), and to hazardous materials like chemical.
