Manages one or more major centralized program area(s) at a Headquarters level in a staff advisory position for Army Lodging. Controls the planning and resources and provides program direction for a specified program area or areas in support of military readiness.
Researches program requirements, identifies and evaluates multiple alternative solutions, formulates programs and supporting processes to address needs, and monitors solution implementation. Prepares statements of work and other documentation to support acquisition of central program solutions as necessary.
Develops appropriate systems to track program actions, identifies fiscal requirements associated with program execution, and identifies trends and requirements for change as a result of analysis.
Works with minimal supervision and maintains knowledge of total program actions to ensure seamless management of specific processes in support of total activity needs. Determines and implements changes to policy and supplemental guidance as required.
Manages strategic processes associated with program implementation reflecting the current needs of the Army with regards to the program. Assesses all program actions to ensure potential for successful field implementation as well as cost effectiveness. Maintains adequate internal controls for responsible area(s).
Effectively and efficiently evaluates and completes actions ranging from those with Secretariat level interest to those generated by field activities.
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT.
Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Managerial or supervisory work experience of the caliber described above that demonstrates: A comprehensive knowledge of the full range of principles, concepts and methodology associated with lodging functions to plan and complete assigned workload.
Broad knowledge of the policies and procedures of the functional and administrative areas such as contracting, finance and accounting, budget, counsel, information management, etc., to coordinate and resolve questions/problems.
Skill in maintaining effective working relationships with both internal and external customers to serve as a point of contact for assigned projects. Skill in written and verbal communications to explain/defend status of program, make presentations in public forums, etc.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration.
The highly qualified candidates may undergo an interview and reference checks. Three years of experience in any of the following areas: MWR, Lodging/Billeting, or Business. Possess detailed knowledge of at least one hotel program area such as financial management, housekeeping, asset management, capital projects, or front desk/reservations.
Experience in analyzing operational issues and developing and implementing solutions .Experience in developing specifications. Possess general business acumen and understanding of military hospitality industry.
Possess experience submitting Army Correspondence in final draft, including data preparation and reporting documents, information papers, spreadsheets and/or slides.
Possess three years experience as hotel manager or major department head in a property of 100 or more guest rooms and/or management of hotel program functions at the corporate level (or completion of the Army Lodging Basic managerial curriculum may substitute for one year substitute for 2 years of experience.
Possess a Bachelor's degree in any of the following fields: Hospitality Management, Business Administration, Finance/Accounting, Project or Program Management, Public Administration, or Information Management (supporting system oversight and process development).
