IT SPECIALIST (PLCYPLN/DATAMGT)

DUTY 1: Develops, maintains, and updates AFRC policy, guidance, govemance, and procedures for all data acquisition, retention and removal. DUTY 2: Develops and maintains a mission-driven enterprise data strategy that supports the vision Of managing data as an asset.

DUTY 3: Implements, maintains, and modifies security processes in the effective data management at each state of the lifecycle. DUTY 4: provides technical data management experience and makes final technical decisions concerning the integration of new, upgraded, or modernized data systems and instrumentation.

DUTY 5: Represents the command at meetings, conferences and senior level technical forums as an expert consultant and advisor on data storage/retention, administration and assurance.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.

Examples of specialized experience includes applying the policies, principles, concepts. guidance, procedures, techniques, and methodologies pertaining to information technology; formulating program goals, plans, policies, and work plans dealing with the development and operation of command-wide functions and activities; developing goals and objectives that integrate organization and Command, Control, Communications, and Computers (C4), and Information technology objectives; planning, organizing, and directing the functions of an organization as well as supervising, mentoring, motivating and appraising the staff of an organization through subordinate supervisors; analyzing, planning, and adjusting work operations of subordinate organizational segments to meet program requirements and objectives within available resources; utilizing subordinate supervisors to direct and oversee the work of subordinate organizations; and planning work to be accomplished by subordinate organizations, setting/adjusting short-term and/or long-term priorities, and preparing overall plans/schedules for accomplishment of objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Expert knowledge of multiple IT disciplines, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices the methodology across the government, private industry and academia to properly interpret, apply and develop policy and procedures, new theories, concepts, principles, standards and methods in a variety of specialty areas.

Ability to maintain an up-to-date awareness Of technological advances and predict how management can meet future requirements. 2. Ability to advise Other IT experts on a variety Of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices. 3.

Expert knowledge of IT security policies and practices including risk mitigation to minimize the commands exposure to risk from untrusted entities attempting to compromise data maintenance, Storage and disposal. 4. Expert knowledge of highly complex cyberspace, information technology and data management activities.

Skill in developing new theories, concepts, principles, standards and methods of these areas. 5. Knowledge of AF or the command's operational activities to understand the data required and maintained to ensure exploitation is relevant to the mission 6.

Knowledge of and ability to operationalize data governance and data quality with a knowledge of a variety of data standards, and architecture and data modeling techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
