1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. 2: Works with the Chief in planning, organizing, and overseeing the activities of the office.

Responsible with the Chief in planning, directing, integrating, and executing all objectives of the Staffing Branch.

Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. 3: Represents the Staffing Branch with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with CPS members, management officials, etc. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Ensures subordinate units provide customer guidance and training. 4: Participates in special projects and initiatives and performs special assignments. Identifies the need for and initiates special projects and studies affecting serviced population. Identifies resources needed and establishes milestones and goals.

Researches and recommends action or interpretation of controversial issues for a large, multi-mission otherwise complex and diverse organization or installation to higher headquarters personnel staff.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.

Specialized experience is experience in Using knowledge of and skill in applying a wide range of staffing and recruitment laws, Executive Orders, regulations, policies, concepts, and practices sufficient to troubleshoot and resolve the most difficult and complex problems associated with providing comprehensive recruitment and placement advisory services for the agency.

Planning, organizing and directing the functions and staff of a small to medium sized organization. Using sound theoretical knowledge and practical understanding of human resources management functions, theories, and techniques of basic relationships of the various disciplines.

Developing effective policies, goals, and identifying new developments or issues to successfully direct civilian personnel programs and/or policy actions. Performing fact-finding, analysis, and resolutions of complex problems and developing concrete action plans to solve problems. Communicating effectively orally and in writing.

Providing knowledge of safety and security regulations, practices, and procedures to staff. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the laws, rules, regulations, executive orders, policies, and concepts governing various federal civilian personnel disciplines and, in particular, those pertaining to staffing and placement.

Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
