At the full performance level GS-14 the major duties of this position include, but are not limited to the following: Executive & Program Leadership a. Leads and oversees staffing and placement operations for Fire & Aviation and Law Enforcement workforce needs, providing programmatic direction across multiple serviced organizations. b.
Establishes operational priorities, workload distribution, service delivery standards, and performance expectations to ensure timely and compliant hiring outcomes. Supervision & Workforce Management a.
Exercises full supervisory authority over subordinate supervisors and HR specialists, including selection, evaluation, coaching, performance management, and workforce development. b. Addresses HR operational and employee relations matters escalated beyond first line supervisors. Technical Expertise & Advisory Services a.
Serves as senior operational advisor on complex or high impact staffing issues, including Fire & Aviation and Law Enforcement mission critical positions. b. Provides authoritative guidance on OPM regulations, federal hiring laws, and DOI staffing policies. Quality Assurance, Compliance, & Risk Management a.
Ensures all staffing actions comply with merit system principles, veterans' preference, DEU requirements, and internal controls. b. Directs quality assurance reviews, prepares for audits, and identifies systemic risks or trends requiring corrective action. Strategic Coordination & Customer Service a.
Collaborates with NSPS leadership and OHC executives on process improvement and modernization of staffing operations. b. Partners with Fire & Aviation and Law Enforcement hiring managers and stakeholders to communicate staffing timelines, constraints, and solutions.
The position is suitable for telework and the incumbent may be allowed to telework with supervisory approval.
All qualifications must be met by the closing date of this announcement - 08/11/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.
For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.
An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected.
For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
Minimum Qualification Requirements: To qualify for this position, you must meet Specialized Experience for the series to which you are applying. Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors).
Specialized experience is defined as demonstrated experience: 1. Overseeing or advising on bureau-wide staffing and placement operations. 2. Providing expert guidance on interpreting and applying federal hiring laws, OPM qualification standards, and delegated examining requirements. 3.
Leading or supervising HR teams performing complex recruitment activities. 4. Managing operational risk, internal controls, workload distribution, or program performance metrics. 5. Representing HR programs in high-level engagements with senior leadership. Must meet all. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
