Supervises and leads a team of Human Resources (HR) specialists providing employee relations and labor relations services.
Oversees the quality, timeliness, and consistency of branch operations and customer service.
Serves as a senior advisor to management on employee relations matters, including leave administration, performance management, misconduct, discipline, and actions addressing employee conduct or performance deficiencies.
Interprets applicable statutes, regulations, policies, and relevant case decisions; coordinates with legal counsel as appropriate.
Provides expert labor relations advice and representation to management.
Represents management and coordinates with internal and external stakeholders on complex employee and labor relations issues, including unions and third-party forums.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: 1) Advising management on a variety of complex employee relations matters, including leave administration, performance management, and proposing disciplinary/adverse actions, 2) Providing guidance on appropriate level of discipline to correct problems, implications of grievance procedures and/or impact of third-party reviews, and 3) Analyzing negotiated grievances, unfair labor practice and representational filings.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
