MANAGEMENT AND PROGRAM ANALYST

You will ensure databases and computer application tools support the needs of the department and support necessary data and metrics.

You will be taking ownership and maintenance of numerous complex Microsoft databases adopted to support the Dashboard metrics.

You will be involved in the coordination, administration, and planning required with external organizations regarding implementation databases.

You will be responsible for initiatives and improvement of current computer database information as it relates to the products and services of the Nuclear Production Department.

You will demonstrate extensive knowledge of analysis, production requirements and the development of computer data applications that support the shipyard command dashboard metrics.

You will complete computer data entry, record keeping, tracking, monitoring, and archiving in order to support production needs.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience applying knowledge of techniques for analyzing and measuring the effectiveness, efficiency, and productivity of programs across all types of platforms worked at Norfolk Naval Shipyard to include Carriers, Submarines, and Off-Yard entities, or similar.

Experience applying knowledge of computer programmatic and working concepts as they related to production principles and practices.

Experience utilizing programs such as Power BI, Access database, Power point, Sup Desk, Training Databases, Advanced Industrial Management graphic presentation, Performance Measurement and Control (PMC), metric trending and Microsoft Office or similar.

Experience in non-nuclear naval ship terminology and execution processes and specific factors associated with marine environment or similar.

Experience planning, organizing, providing assistance to senior leadership, directing large scale work assignments, special studies, and investigations involving application of statistical analysis and other performance measurement tools. Experience communicating verbally and written to personnel at all levels.
