Serves as senior analyst and advisor on performance management and Evidence Act implementation, leading complex analytical studies and evaluations of Bureau programs and organizational performance
Leads Bureau-wide strategic planning and governance analysis, evaluating organizational structures, management practices, and proposed changes for their impact on mission performance
Develops and maintains reporting frameworks, dashboards, and data visualization tools (Tableau, Power BI, SharePoint, Qlik, and IC systems) to monitor and communicate organizational performance
Serves as subject matter expert on performance management, strategic planning, and Evidence Act implementation
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience conducting complex analytical studies and evaluations of program effectiveness, organizational performance, and mission accomplishment within an Intelligence Community element, national security agency, or comparable large organization, including experience applying the Foundations for Evidence-Based Policymaking Act and Federal performance management requirements Experience developing and applying performance measures, evaluation methodologies, and strategic planning or governance frameworks that account for IC, congressional, or OMB reporting requirements, and experience handling classified information at the TS/SCI level in support of program evaluation or organizational assessment Experience using data visualization and business intelligence platforms (Tableau, Power BI, Qlik, or comparable Department/IC systems) to build performance dashboards and executive reports, and experience advising senior leadership on strategic planning, governance, or organizational effectiveness initiatives, including coordinating with IC or interagency partners and securing stakeholder buy-in There is no substitute of education for specialized experience for the GS-14 position.
