Duties include but are not limited to: Serves as the branch's Subject Matter Expert (SME) for the CNIC tasker management system (ETMS2), coordinating timely responses and providing staff training.

Manages branch level action items and prepares Executive Summaries (EXSUM), action memos, point papers, instructions, Procurement Policy Updates, and others. Serves as the branch's Procurement System (NAFCCS) Site Administrator.

Serves as the branch's Project Management System (eBuilder) Site Administrator Assists the Branch Manager with Organizational and Personnel Staffing Management.

Manages and prepares the Acquisition Branch non-appropriated fund (NAF) budget for approval by the Branch Head and monitors expenditures, Company Codes, Cost Centers, and General Ledger accounts. Provides direction and budget guidance oversight for each program managed to the Branch Sections for compiling and executing their assigned budgets.

Manages SAP ERP and KRONOS/Timekeeping for the branch. Reviews and formats NAR Board requests and manages routing to track progress for timely approvals. Manages record of all in-progress and approved NAR Board packages. Manages the branch's travel/GTCC and Procurement Management Review (PMR) schedule.

Manages record of current and historical warrant appointments for the enterprise. To include, but not limited to, review of requests, completion of certificates, and revocation of warrants. Manages record of COR list for each program.

A qualified candidate possesses the following: Knowledge related to the organizational management and administration of policies and personnel. Knowledge related to the procurement policy (NAR), NAF warrant requirements, policy exception requests (NAR Board), and COR requirements and letters.

Knowledge of the intricacies of the SAP accounting applications/ ERP supporting business operations solutions used to manage F&FR non-appropriated fund budgets. Knowledge related to company codes, cost centers and general ledger structures and accounting and how it applies. Knowledge of CNIC's organizational structure, functions, and mission.

Knowledge of Federal, DoD, Department of the Navy (DON), and CNIC laws, policies, principles, practices, Procurement policies, and techniques related to NAF Financial Funds, civilian payroll, Staffing management. Knowledge of NAF supply/services contract training across the CNIC enterprise.

Skill in developing high level organization and time-management. Skill in analyzing and evaluating audit reports, regulations, and other relevant material as a basis for developing and implementing departmental guides or procedures; and preparing reports and tracking warrants.

Skill in systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to become familiar with the organization, structure and operational methods of the U.S.

Navy and the policy structure within which it operates is essential in this position. Ability to provide technical advice to personnel at all levels within CNIC enterprise. Ability to communicate effectively both orally and in writing.
