FV-I Duties: Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Acts as a contributing specialist on large work activities and/or team leader for large projects/programs/activites.

Provides substantial interface with program analyst, technical and non-technical personnel to translate requirements for analytical assistance into practical support products.

Leads by example and is responsible for providing mentoring, advice and guidance to program analyst, both within the team and throughout the organization, on complex and challenging activities, projects, and programs.

Communicates directly and indirectly with all levels of management to include senior level management, team members, internal and external customers, and across three service areas to include headquarters. Incumbent works closely with management to innovate and improve how we collect, integrate, organize, and analyze data.

Applies experience and comprehensive knowledge to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Advises and assists management in decision-making related to complex data sources and products without compromising data integrity or timelines.

Develops a standardized reporting methodology with implementation guidance to provide practical and repeatable reporting techniques. Coordinates Program Analyst research on issues identified within NAS facilities to provide tracking and reporting in accordance with standardized reporting methodology.

Uses a variety of automated data analysis and program/project management tools to complete work assignments, which may include but not limited to MS Office (Excel, Access, PowerPoint) MS SharePoint, MS Project and Tableau.

Applies experience and comprehensive technical knowledge of a broad range of methods to collect, analyze, and evaluate information on programs and processes related to Technical Operations and the impact of technological, procedural, financial, and managerial considerations.

Serves as a Government Technical Interpreter (GTI) for the Technical Services Group in support of existing or future contracts in a primary role or subject matter expert.

Performs leadership functions related to work related projects and program teams, both local and national levels with minimal direction from management and coordinate upward reporting of program implementation activities/issues.

Prepares reports showing qualitative and quantitative trends and projections and generate practical programs and recommendations to improve overall organizational. Contacts are internal and external. May act as point of contact to provide advice and guidance on the application of policies and procedures.

Established policies/procedures provide guidance for most assignments but allows considerable discretion for employee to select the most appropriate approach. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Work is rarely reviewed, typically through status reports and at project completion to ensure policy compliance and alignment with requirements of projects or other work activities. Performs other duties as assigned.

To qualify for this position at the FV-I level, applicants must possess 52 weeks of specialized experience at the FV-H or FG/GS-12 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.
