Advises Program Managers, other technical managers, and the Program Planning and Control Manager in strategic planning and analyzing cost, performance, and resource allocations for programs, projects and/or activities.

Analyzes cost actuals and data trends to identify variances against operating plans.

Analyzes processes, identifies efficiencies, and recommends changes to optimize operations and resources towards meeting established goals and objectives.

Performs analytical methods to identify, evaluate, and recommend appropriate solutions. Applies written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports.

Applies innovative, creative, and/or more effective methods to organize and analyze historical data, develop interpretations, project risks and needs.

Applies written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports.

Assesses and adjusts to changing situations by implementing innovative solutions to make organizational improvements, ranging from incremental improvements to major shifts in direction or approach, as appropriate.

Collaborates with facility, institutional asset, safety, compliance representatives, other Directorates, and Programs to establish best practices and to foster proactive conversations on Engineering institutional assets and needs.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Gathering financial requirements and guidelines to make government procurements to include meeting 889 compliance; Identifying resource requirements and make recommendations (i.e., staffing, space allocation, funding, equipment, etc.) to support project and facility operational needs; Coordinating facility, safety, and security requirements to enable project and/or laboratory operational needs.
