This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of War, Title 5, United States Code, Section 9905. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoW and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoW designated by the Secretary as a shortage or critical need category, as outlined in Table 1 .

Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Assesses daily operations to ensure programmatic actions align with overall strategic direction and resource capabilities.

Analyzes and synchronizes life cycle logistics and sustainment efforts to ensure microelectronics programs comply with budget constraints and congressional mandates. Synthesizes complex analytical findings to prepare and shape data-driven strategic communications, background papers, and planning rationales for senior leaders.

Conducts comprehensive management studies to formulate and propose organizational positions on a wide variety of activities related to life cycle logistics. Evaluates the scope and objectives of special projects assigned, designing analytical frameworks to guide their formulation and measure the success of their implementation.

Applies advanced analytical, conceptual, and statistical methodologies to resolve unprecedented logistical challenges, providing recommendations that enhance life cycle logistics readiness and ensure affordable sustainment.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-04 level (GS 14/15), if you fulfill the following qualification requirements: One year of specialized experience equivalent to the NH-03 (GS 12/13 equivalent) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) analyzing, developing, preparing, coordinating, staffing, and implementing enterprise-wide life cycle logistics policies, procedures, programs, and directives; 2) evaluate industrial base challenges and formulate actionable, consensus-based solutions in microelectronics manufacturing processes, intellectual property applications in electronics, and electronic systems; 3) planning, executing, and strategy development including evaluating Life Cycle Sustainment Plans (LCSPs).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
