WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Program Analyst (Ethics), you will: Oversee a comprehensive ethics program, including directing financial disclosure operations, interpreting conflict of interest laws, and providing authoritative guidance to senior officials.
Lead a team of professional staff, to include; assigning work, setting priorities, evaluating performance, identifying training needs, or implementing strategies to improve productivity and program outcomes.
Provide advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, recusals and gift exceptions. Design ethics training courses and materials.
Conduct HHS reviews of ACF ethics programs to evaluate effectiveness and compliance with statutes, regulations, and HHS policies.
WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Reviewing and interpreting a broad range of laws, rules and regulations required by statue for compliance.
Leading a team in identifying, distributing and balancing the workload among employees while considering established workflow, skill level, and established priorities. Engaging with individuals at all levels within the government pertaining to ethics issues and/or concerns.
Developing and conducting training sessions on financial disclosure matters and ethics matters. Collecting and compiling qualitative and quantitative data to evaluate the overall effectiveness of and compliance of a program. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience.
