As a Management and Program Analyst, you will perform the following duties: Developing, interpreting, and implementing acquisition policies, procedures, and guidance for Department-wide application; participates in and leads Departmental and inter-agency working groups related to acquisition and program management initiatives.

Conducting oversight, compliance, and audit-related activities to ensure adherence to applicable laws, regulations, policies, and internal controls. Coordinating with internal and external stakeholders to support program operations, implementation efforts, and continuous process improvement.

Conducting studies and analyses of acquisition and charge card programs to identify issues, assess program effectiveness, and recommend improvements. Providing expert advice, guidance, and operational support related to acquisition and charge card program management activities.

This Job Opportunity Announcement may be used to fill other Management and Program Analyst ZA-0343-4, FPL ZA-4, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional, philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled using the Department of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band. The ZA-04 is equivalent to the GS-13/14 grade levels.

To qualify at the ZA-04 level, you must meet the following: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 (GS-12 equivalent) in the Federal service.

Specialized experience is defined as: Applying Federal acquisition regulations and managing acquisition or Federal charge card programs, including operational support, audit and compliance, oversight, policy implementation, stakeholder coordination, and day-to-day program administration; AND Analyzing program operations, assessing effectiveness and compliance; AND Developing or implementing acquisition policy and guidance; AND Coordinating implementation activities with internal and external stakeholders; AND Providing technical advice on acquisition or charge card program matters.

These qualifications must be clearly referenced in your resume. Failure to have all of the specialized experience will result in an ineligible rating.

Highly Desirable Certifications (Quality Ranking Factors): Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria.

Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.

In addition to the minimum qualifications described above, the highly desirable certifications below are preferred: Federal Acquisition Certification in Contracting (FAC-C) Professional (or equivalent Department of Defense DAWIA Contracting certification); AND Federal Acquisition Certification for Program and Project Managers (FAC-P/PM).

NOTE: Failure to meet these preferred criteria will not disqualify an otherwise minimally qualified applicant.
