Supervisory Program Analyst (AM&E)

As a Supervisory Program Analyst (AM&E) at the GS-0343-14 some of your typical work assignments may include: Leads or Participates in discussions and briefings at various offices within Congress, Office of the Under Secretary of Defense for Policy (OUSD(P)), the Joint Staff, Department of State, and DSCA to advocate for and promote AM&E, Audit, and Socium to resolve complex security cooperation (SC) and program challenges related to the program.

Oversees the collaboration and coordination among Service, COCOM, Joint Staff, OUSD(P), and DSCA stakeholders to ensure program efforts are synchronized and program milestones are met.

Identifies stakeholders and convenes teams, including cross-functional representatives and SME across the SC community; gathers and analyzes requirement-related data; synthesizes information; draws conclusions from the data collected; prepares reports of findings, including recommendations resolving major problems.

Develops and provides guidance and authoritative advice on the implementation of strategic plans for the evaluation of USG-funded and partner-funded SC programs, policies, and projects leading to the identification of best practices and implementation of effective SC strategies.

Oversees and manages the program annual AM&E budget formulation process including but not limited to the Program Objective Memorandum (POM) and Security Assistance Program Budget Request (SAPBR) submissions, in coordination with other DoD stakeholders.

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Providing leadership, expertise, and advice on management, development, and planning of the Assessment, Monitoring and Evaluation (AM&E), Audit, and Socium programs to include coordinating with Security Cooperation program with Combatant Commands Analyzing new legislation, regulations, and policies and evaluates the impact on the AM&E, Audit, and Socium programs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
