The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as a management and program analyst supporting the development and/or interpretation of guidance on program planning, execution, and evaluation. Performs a wide range of analytical studies and projects affecting major program areas, including policies, program objectives, operations, procedures, and resource use.
Compiles and presents oral or written reports to a wide IRS audience.
Supports supervisor, team leader, analysts, or project managers, in the areas of, but not limited to: program management, response to Request for Information (RFI), personnel processing systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, and other facility and/or security initiatives.
Assists with identifying methods to resolve or address deficiencies, develops process improvements, goals, objectives, and milestones, and supports the development and execution of employee training relating to program needs.
Uses information technology hardware and software applications (including but not limited to SharePoint, Microsoft Office, Space Time and Resources (STAR), Graphic Database Interface (GDI), and Knowledge Incident/Problem Service & Asset Management Program (KISAM)) to gather and interpret data, prepare reports, spreadsheets, policy statements, action plans, and illustrated presentations for delivery to FMSS executives and/or senior leadership.

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: EDUCATION/SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study.
Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures.
Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity.
OR EDUCATION: A Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR LL.M. if related.
OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible.
One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
