Duties include, but are not limited to: As a member of the team, the incumbent will advise AIS leadership on the organization's significant, operational, community, and personnel issues or actions.
Evaluates highest-level administrative guidance, transforms it into specific local guidance, issues guidance, defines program submissions, and solicits the submission of program and resource requirements for the organization.
Oversees or participates in various academic reviews, manage small scale projects and surveys; collects, aggregates, and presents data; prepares statistical summaries; and prepares briefings. Assists in analyzing and preparing data analysis and developing platforms for data sharing. Monitors, identifies, and highlights issues.
Coordinates resolution of issues to the extent possible and determines what issues must be addressed by senior leadership in the organization. Monitors and participates in special projects. Attends meetings with, or on behalf of, program manager and completes follow-up on actions resulting from meetings.
Monitors activities or actions of the organization and keeps leadership properly informed of the highest priority items, ensures appropriate individuals are aware of actions requiring their attention, and follows up to ensure actions are properly completed.
The incumbent works with the Program Managers and the Vice-Chancellors to collect, manage, analyze, and report performance and program data in support of the AIS accomplishment of operational performance goals and metrics.
The incumbent serves in a variety of roles, ranging from project manager to team member to facilitator, as assigned by the Vice Chancellor.
These assignments will demand well-developed leadership skills, the ability to perform in subordinate roles of support, the ability to work independently, creative problem-solving skills, patience with "short-fuse" projects, frequent exchanges with upper management, and the daily demand for responsible decision-making capabilities that reflect the mission of the AIS.
The incumbent represents and responds directly to the directions and intentions of the Program Manager and indirectly to the Vice-Chancellors, in all instances maintaining a consistent position as an advocate and exemplary steward of a multi-million dollar training program.
As a representative of the VAAA, the incumbent will participate in intra-agency, inter-agency, and federal/corporate committees, task forces, panels, and work groups that focus on a wide array of training issues and initiatives involving data analysis on manpower studies, budget allocations, and reports related to professional acquisition training and career development programs.
Responsible for developing and disseminating information about the organization both to the public and internal customers/clients. Responsible for the design, development, implementation, and management and the coordination of information using web-based technology, Internet and Intranet, in addition to the more traditional mediums of communication.
Develops and transmits informational materials to a variety of internal and eternal entities to enhance understanding of the Acquisition Intern School. Uses a variety of methods and techniques in achieving communications goals such as position papers, news releases, administrative materials, pamphlets, and other documents.
Work Schedule: Monday - Friday, 8:00am - 4:30pm EST. Location: The selectee will be required to report on-site at 7485 New Horizon Way, Frederick, MD 21703. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.
You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience conducting management studies by gathering, analyzing, and presenting data to develop reports and briefings. Experience applying analytical techniques to identify issues, assess programs, and recommend data-driven improvements.
Experience evaluating organizational problems and developing targeted communications and recommendations to improve operations. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume.
You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.
Quality Ranking Factor: Must have 5+ years of experience working with Power BI and using data analytics tools to manipulate and present data to both peers and senior leaders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held.
Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary.
However, the incumbent is required to travel periodically to gather information from field facilities, participate in other meetings and training as required, and provide expert assistance or advice to other Government Agencies as requested.

Demonstrated skill in conducting multi-layered performance assessments, including monitoring participant progress in academic or acquisition programs, evaluating instructional effectiveness, and briefing leadership on actionable improvements.
Demonstrated capability in developing and executing organization-wide communication strategies by tailoring information products to diverse audiences, crafting high-visibility materials, and enhancing stakeholder understanding of mission priorities.
Demonstrated proficiency in identifying organizational risks, analyzing cross-functional problems, and producing high-quality recommendations that strengthen customer service, streamline communication pathways, and improve operational efficiency.
