As a Management and Program Analyst, GS-0343-12, you will be responsible for: Analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of an assigned major program or project.
Establishing metric and analysis systems for assigned projects to assess efficiency, effectiveness, and compliance with established requirements and guidance. Determining appropriate recommendations for problems and performs follow-up actions as necessary.
Gathering and analyzing data to prepare a variety of reports and to provide advice and guidance to management, supervisors, and/or employees as required. Preparing budget-related reports, responses to queries, validations, and background papers.
Developing and presenting recommendations to leadership to aid in effectiveness of the assigned program/project. Compiling and coordinating submission of budget-related data and responses to organizations, including the Office of Management and Budget and Congress.
Preparing briefing materials, conducts briefings, provides ongoing communications, and represents the organization on issues within an assigned program or project. Developing, reviewing, and editing draft documents for substantive and technical accuracy, making corrections to both format and content to ensure the materials meet established criteria.
As a Management and Program Analyst, GS-0343-13, you will be responsible for: Analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of an assigned major program or project.
Establishing and maintaining metric and analysis systems for assigned projects to assess efficiency, effectiveness, and compliance with established requirements and guidance. Tracking project or program efforts and works with project managers to solve barriers to work, including tracking technical, budget, schedule, or other resource issues.
Identifying, gathering, developing, and analyzing data to compile and coordinate submission of data and responses to organizations, including to the Office of Management and Budget (OMB) and Congress. Preparing budget-related reports, responses to queries, validations, and background papers.
Developing and presenting recommendations to leadership to aid in effectiveness of the assigned program or project. Reviewing and coordinating program budget requests, justifications, and other financial planning documents that are fully defensible and adhere to policies, and regulations.
Preparing briefing materials, conducts briefings, providing ongoing communications, and representing the organization on issues within an assigned program or project.
Developing, reviewing, and editing draft documents for substantive and technical accuracy, making necessary corrections to both format and content to ensure the materials meet established criteria.
Minimum Qualification Requirements: You may meet the minimum qualifications for the GS-12/13, if you possess the specialized experience.
Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: Experience analyzing policy or budget-related issues.
Experience gathering and analyzing data to prepare a variety of reports using Microsoft Access, SharePoint, and or Excel spreadsheets. Experience compiling, coordinating, and communicating information, including policy or budget-related information to gain cooperation from both internal and external stakeholders.
Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: Experience serving as a liaison with other federal agencies, state agencies and/or organizational entities on policy or budget related issues.
Experience identifying, gathering, developing, or analyzing data to prepare a variety of reports, using Microsoft Access, SharePoint, and or Excel spreadsheets. Experience preparing briefing materials, conducting briefings, providing ongoing communications, and representing the organization on issues within an assigned program or project.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).

GS-12 Knowledge of techniques to plan, schedule, and conduct projects including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making.
Knowledge of database and spreadsheet concepts, programming techniques (e.g., Microsoft Access, SharePoint, and Excel spreadsheet) and database management. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.
