Business Analyst/Project Manager

The duties described below are at the full performance level (GS-14). Incumbents hired at the GS-13 grade level will serve in a developmental capacity, where the incumbent works under closer supervision while continuing to exercise supervisory and managerial authority assigned for the position.

Responsible for the planning, initiation, management, control, coordination, and execution of assigned projects that shape or improve the structure, effectiveness, efficiency, or productivity of VETS operations. Develop, monitor, and report on project plans that establish scope and criteria.

Schedules and creates milestones, budgets, dependencies, and responsibilities of participating program offices.

Develop functional and technical solutions to business problems beginning with defining, analyzing, and documenting requirements Interact with business stakeholders and subject matter experts to identify, document, and analyze business needs and requirements.

Analyzes activities, projects, and program requirements, coordinating with other divisions, offices, and directorates as appropriate. Coordinate policy development, business rules, and establishes processes for implementation of new programs.

Work with and/or lead project teams to ensure the activities required to meet designated goals are identified, monitored, and completed. Design, implement, and monitor a system of performance objectives and metrics that track how well VETS executes its business programs/processes.

You must meet the Specialized Experience to qualify for Business Analyst/Project Manager, as described below. For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-13 includes at least three of the following: Leading complex projects through initiation, planning, execution, monitoring, risk management, and closeout.

Analyzing business requirements and developing solutions to improve programs, systems, or business processes. Evaluating organizational operations, performance measures, and resources to identify efficiencies and recommend improvements.

Leading cross-functional teams and coordinating stakeholders to resolve issues, manage priorities, and achieve project objectives. Preparing and presenting analyses, recommendations, briefings, or decision papers to senior leadership on complex program or project matters.
