Specific duties include: Provides direction and input into data-informed policy analysis and procedures; regulatory or legislative recommendations or changes pertaining to systems development, improvement, and deployment.
The Chief, BIDS, expends considerable effort planning, prioritizing, scheduling, assigning, and evaluating work based on its specific technical requirements, and matching that with appropriately skilled experience subordinates, for short-term activities, longer-term initiatives, and for ongoing production.
The incumbent reviews and advises on progress through analysis, observation, and positive interaction articulating both successes and areas for further focus. Establishes and sustains cooperative relationships with other resources in VBA and VA.
Displays leadership skills in leading SAFe Agile teams executing software development through articulation and direction of strategic initiatives, LGY Objectives and Key Results (OKRs) and special projects. Engages stakeholders throughout the development process.
Provides organization expertise in developing measurable objectives and supporting various teams. Coaches, counsels, provides feedback on the work to maintain positive communication, engagement, and transparency with staff individually and collectively. The incumbent's communication efforts focus both on performance and behavior.
Provides proactive, well-planned communications of all types and media to program participants and LGY leadership, including complete and accurate end products, recommendations regarding LGY business needs, self-serve program analytics capabilities and program analysis are provided to program participants, field stations, VACO staff, and others.
Advises project and other stakeholders, including the Agile Management Office on status, directly and through Planview. Ensures that teams effectively utilize a SAFe Agile lean environment for software development, including the application of core SAFe competencies throughout any effort, to the extent that Data team members sit on ART teams.
Directly responsible for interpreting the VA/VBA/LGY All Employee Survey (AES) as it pertains to the PMDI/Data team and its members. The Chief takes affirmative actions to cause improvements using realistic action plans to improve perceptions of employee experience as measured by, for example, future year AES scoring.
Utilizes analytical skill, sound judgment, and the capability to understand, report, and address the implications and ramifications of program/project management, controls, and procedures applicable to the program.
Establishes and governs an enterprise data governance implementation roadmap including strategic priorities for development of analytics-based capabilities. Promotion Potential: Full performance level is GS-14.
Work Schedule: Full-time, Monday - Friday 06:00am - 06:00pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/08/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level.
If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 14 or higher. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: It is defined as experience possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations.
Examples of this include but not limited to: Knowledge of agency and nationwide home loan program goals, policies, and administrative laws. Knowledge of organizational protocols and practices, to oversee, assess and examine data related matters with respect to content, and compliance to federal standards and regulations.
Independently and proactively monitors data and applications for indications of fraud, waste or abuse, including but not limited to security and data breaches. Education Substitution: There is no Educational Substitution for this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs.
Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items such as papers, books, folders, and files.
