The Program Manager (PM) applies detailed knowledge of program and project management principles to serve as the Technical Operations Team Manager.
The PM manages and directs a geographically dispersed subordinate staff and ad hoc multidisciplinary teams responsible for planning and managing requirements, programs and activities related to the recruitment and hiring of the Airway Transportation Systems Specialist operational workforce.
This work is critical to Federal Aviation Administration (FAA) training programs that transform and sustain the NAS.
The PM applies experience and detailed knowledge of workforce planning and forecasting as well as of human resource management and other administrative policies and principles to exercise the full range of supervisory responsibilities.
The PM is responsible for strategic planning, communicating organization's vision and objectives, assign work, evaluating and monitoring performance of organizational units, managers and employees, approving leave and initiating corrective/disciplinary action.
The Team Manager also sets priorities, coaches and develops staff and organizational capabilities, and actively promotes, supports, and participates in the FAA¿s Equal Employment Opportunity and Diversity Programs.
Applies a comprehensive understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives.
The Team Manager uses detailed knowledge of qualitative and quantitative methods and techniques to analyze and evaluate Technical Operations workforce requirements; to coordinate activities between ATO Service Units; and, to integrate hiring and training availability.
Applies experience analyzing staffing metrics to define, measure and report on the status of key technical operations workforce positions. Develops and implements policies to ensure "even flow" hiring and placement.
Leads workforce analysis and planning efforts to assess current and projected workforce requirements and to develop and implement strategies to meet hiring goals. Using detailed knowledge of budget policies and procedures, the PM acquires, defines and allocates the Team¿s staff and other resources.
This includes managing the budget, allocating or reallocating resources, or requesting additional resources as needed. Projects short and long-term future needs and prepares justifications to support resource requirements. Contacts are routinely internal and external to the Service Unit.
Internal contacts are with subordinates, peers, and senior management to discuss the status and results of projects/programs and to plan for future projects and initiatives. External contacts include representatives from other FAA organizations to communicate key performance metrics, program requirements and changes in staffing requirements.
Represents AJG as the principal point of contact on issues related to Technical Operations staffing and hiring requirements. The PM has the authority, within guidelines, to make commitments for Management Services, to establish new policies/ procedures, and to make exceptions within the assigned area of responsibility.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. The PM has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic objectives of the ATO.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level.
This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience analyzing staffing metrics to define, measure and report on the status of key technical workforce positions.
AND -Experience coordinating numerous projects to oversee and monitor workgroup activities to ensure that milestones are met and to integrate activities and initiatives.
