This position includes a direct supervisory component. The incumbent provides the full range of supervision which include(s): manages and schedules ongoing productions-oriented work to be accomplished by subordinates.
Serves as a recognized expert and consultant for a broad range of acquisition programs throughout the acquisition life cycle.
Advises on critical projects and initiatives pertaining to FPAC's mission, internal management processes, and overall program administration.
Provides leadership, oversight, and direction for relevant acquisition programs to ensure cost, schedule and performance requirements are executed throughout the life cycle.
Serves as the FPAC expert advisor/consultant Acquisition Program Manager to the Acquisitions Division Director and other senior leadership within FPAC.
Provides oversight and advisory management of acquisition program and project planning.
Provides oversight of acquisition management business center programs and projects on behalf of the Chief Operations Officer (COO) to ensure proper cost estimates, planning, programming, budgeting, and oversight of functional units.
Serves as the Contracting Officer's Representative (COR) for the FPAC Acquisition Division contracts as required for acquisition support activities.
Prepares Acquisition Approval Requests (ARR), develops Statement of works, plans and executes activities needed to ensure timely award of contracts and reviews deliverables.
Sets and adjusts short-term priorities, and prepares work plans for completion.

Specialized Experience Requirement For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service.
Specialized experience is defined as: Experience in acquisition, procurement, and program management field sufficient to administer, coordinate, and resolve complex questions or problems key to program operations; Using quantitative and qualitative techniques in: gathering statistical data; generating comprehensive reports; evaluating and interpreting large volumes of records and reports; Utilizing various automated tools, databases, and websites providing policy, statutory and reference information and guidance pertinent to executing acquisition, procurement, and program management functions such as eBusiness systems, contracting, purchasing e-Tools, procurement systems and websites (e.g., FedBizopps, USDA Integrated Acquisition System (IAS), etc.).
Education cannot be substituted for experience at the GS-15 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
