As a Program Manager, you will serve as the principal advisor to the Area Director on the management and direction of major EDA regional programmatic and program support activities and issues.
In this capacity, the incumbent, in consultation with the Area Director, provides oversight and major problem resolution for economic development program activities and issues. Recommendations provided by the incumbent are considered and evaluated by the Director for overall compatibility with organizational goals and objectives.
In this regard, the incumbent provides critical and invaluable management counsel to the Area Director.
In addition, the incumbent provides direction to staff, as necessary, in one or more of the following assigned programmatic areas: Investment Sourcing and Project Development/Management Construction Program Management Revolving Loan Fund Management Planning and Technical Assistance Programs This Job Opportunity Announcement may be used to fill other Program Manager GS-0340-14, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).
Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service.
Specialized experience is defined as experience: Overseeing and managing complex economic development programs; and Managing full lifecycle of grants; and Supervising staff including planning and managing workload, directing and prioritizing tasks, and evaluating performance; and Negotiating and communicating with internal and external stakeholders, including formulating recommendations for leadership and representing agency interests externally.
