Law Enforcement Support and Program Manager

This position is in the Law Enforcement Support Section located in FinCEN's Research and Analysis Division (RAD), Operational Information and Development (OID) Office. The official classification is Law Enforcement Program Support Supervisor, commonly referred to as the Law Enforcement Program Support and Program Manager.

As a Law Enforcement Support and Program Manager, you will: Ensure smooth operation of FinCEN's information sharing programs; work with industry and other FinCEN components to ensure compliance by, and provide technical assistance, interpretation, and guidance to financial institutions, regulatory partners, the law enforcement (LE) community, and other stakeholders regarding the legal requirements of those programs, such as Section 314(a) and Section 314(b) of the USA Patriot Act; review those programs for efficiency and effectiveness; and institute appropriate improvements.

Support FinCEN stakeholders on all BSA Certification efforts and de-conflicting networking issues within FinCEN's data access application. Monitor suspicious activity data through hotline tips reported by financial institutions and coordinates follow up with LE or other relevant stakeholders, as appropriate.

Communicate assignments, distribute and balance workloads, designate priorities, establish project plans and time frames regarding strategic and tactical analytical efforts, review work products, provide input in the selection process of candidates, conduct on-the-job training and orientation and identify other training needs, and provide feedback regrading staff performance.

Support the administration of FinCEN's LE liaison relationships and the organization of FinCEN's Law Enforcement Award Program. Specialized Experience For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes: Providing guidance to financial institutions and law enforcement to ensure they have a solid understanding of compliance for activities that relate to financial crimes; AND Disseminating information to support information sharing; AND Using, analyzing, disseminating, or reporting regulatorily-required BSA data through authorized mechanisms and through the use of databases used to safeguard and process BSA data.
