You will serve as the MSC on-site authority during select inspections, tests and trials including Factory Acceptance Tests, Ship Acceptance Tests and other tests required under the contract to ensure MSC interests are being addressed.

You will identify and provide formal recommendations to the Program Manager for resolving design, construction, logistics and life cycle issues.

You will coordinate select aspects of vessel crew turnovers including logistics support, vessel familiarization and pre-delivery training for the prospective MSC crew and port engineering/operations/supply staff.

You will distribute and balance workload among team members in accordance with the Project Officer's instructions regarding work priorities, methods, desired outcomes, deadlines, quality, and established work flow.

You will coach team members and provide advice regarding work methods, practices and procedures, and assist in identifying the parameters of viable solutions.

You will have knowledge of commercial shipyard production procedures including progression, planning, and construction techniques.

You will have knowledge of procedures related to government contracts and the ability to apply new developments to problems not readily treatable by accepted methods.

You will have knowledge of ships equipment and systems operation to review and evaluate work of marine engineers and surveyors.

You will apply knowledge of contract administration and negotiating methods necessary for the oversight of ship construction, modification, and conversion programs.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience implementing the design, development, commission, manufacture, operation, maintenance, and disposal of mechanical devices and systems and their equipment and/or their components.

Experience determining objectives, setting priorities, ensuring sound management processes and procedures are in place, and ensuring that national interests are well served. Experience utilizing USCG and ABS rules and regulations affecting the design, operation and maintenance of ships and their equipment and systems.

Experience identifying and providing formal recommendations to the Program Manager for resolving new ship design, construction, logistics, and life cycle issues.

Experience ensuring ship owner requirements and standards are being adhered to, particularly in areas of operability, reliability, habitability, maintainability, life cycle cost effectiveness, safety and compliance with regulatory bodies.
