The posting

You will serve as Mechanical Engineer in a construction field office in charge of all phases of mechanical installations, inspection, testing and contract administration.

You will review the mechanical portion of plans and specifications prior to start of construction.

You will conduct studies/investigations to evaluate design changes and construction issues.

You are responsible for the Safety Program for personnel and contractors.

You will monitor progress of work by contractors to ensure compliance with plans and specifications.

You will participate in negotiations for changes including modifications.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

Specialized Experience: For GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes following duties: 1) Assisting in the review of mechanical engineering plans and contractor submittals for basic compliance; AND 2) monitoring progress of Civil Works/Military projects by performing on-site observations; AND 3) Preparing technical data to support the development of construction contract modifications.

OR Education Substitution: B.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

(Note: You must attach a copy of your transcripts.) For GS-12: One year of specialized experience which includes meeting 2 out 4 duties as follow: 1) Evaluates inspections of civil/military projects to monitor progress in regard with plans/specifications and cost; OR 2) Reviews construction plans and specifications to establish inspection requirements and schedules; OR 3) reviewing mechanical plans and contractor submittals for Civil Works/Military; OR 4) providing engineering support for construction contract modifications.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job at GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed
