Deputy General Counsel for Installations, Energy and Environment

As the Deputy General Counsel (Installations, Energy, and Environment), acts for, assists, and serves in discharging all the responsibilities of the General Counsel and the Principal Deputy General Counsel pertaining to Installations, Energy, and Environmental law matters.

Advises the Assistant Secretary of the Army (Installations, Energy and Environment) (IE&E), and Deputy Assistant Secretaries of the Army (IE&E) and staff on issues of policy, programming, and oversight of the Secretary of the Army's responsibilities in the areas of real property, military construction, engineering, housing, base realignment and closures, strategic basing, and compliance with environmental laws.

Issues regularly involve relations between the Army and other federal agencies, state and local government, as well as private citizens. Renders advice concerning the relationship between the executive and legislative branches, and other intra-governmental matters arising from the Army's dealing with other federal and state agencies.

Participates in the formulation of policy concerning Army programs. Drafts and interprets legislation and identifies legal problems.

Performs legal reviews of documents and extensive research of the legislative histories and relevant case law, and prepares legal opinions providing answers, solutions and advice concerning military construction, engineering, real property management and disposal, housing, base realignment and closures, strategic basing, and environmental matters, including environmental restoration.

Provides support to the General Counsel, the Principal Deputy General Counsel, and the Senior Deputy General Counsel for Installations, Environment, and Civil Works in the presentation of Army positions before Congress, Office of Management and Budget, Environmental Protection Agency, Department of Justice, other federal agencies, and in negotiations of environmental issues with state and local government agencies.

Serves under the general direction of the Senior Deputy General Counsel of the Army for Installations, Environment, and Civil Works. Guidance is received in terms of broad plans, policies, and programs of the Department of the Army.

Supervises Installations, Energy and Environment attorneys within the Office of the General Counsel's IECW practice group and provides guidance to Army attorneys engaged in practice of MILCON, housing, real property acquisition and disposal, and environmental restoration and general laws.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ: Demonstrated executive-level experience and expert legal leadership in advising senior-level officials on complex issues of policy, programming, and oversight concerning real property, military construction, housing, base realignment and closures (BRAC), strategic basing, and environmental compliance.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
