Attorney Adviser, CG-0905-13/14

At the full performance level, major duties include: Provides conflict management consultation and advice to all Offices and Divisions of the Corporation on specific cases and matters, including contractual, professional liability, commercial, regulatory, liquidation, and outside counsel matters.

Identifies and resolves complex legal problems related to conflict management issues and engages in or oversees legal research of those problems. The concept of complex matters includes those designated as protracted or involving novel or sensitive legal or policy issues.

Researches, monitors and reviews conflict management cases, statutes and regulations to keep the FDIC current in its understanding and application of applicable ADR law. Answers inquiries from the public related to ADR; networks with private sector and professional associations to maintain visibility for FDIC's ADR programs.

Supports strategy and approach for special projects that may have broader impact and require confidentiality. Maintains confidentiality of all information related to conflicts and designs mechanisms to ensure protection and integrity of all conflict-related work.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. For CG-13, To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12-grade level or above in the Federal service.

Specialized experience includes conducting legal research and analysis relating to the interpretation of the statutes and regulations or legislation that apply to Alternative Dispute Resolution (ADR); and drafting memoranda and legal documents.

For CG-14, To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13-grade level or above in the Federal service.

Specialized experience includes applying Alternative Dispute Resolution (ADR) principles, practices, and techniques to resolve workplace disputes; and drafting memoranda and legal documents. Specialized experience must be directly related to the position being filled and is experience gained after issuance of bar membership.
