IT Specialist (DATAMGT)

Lead DATABASE projects to design, develop, and deliver solutions that align with enterprise architecture, security requirements, and organizational standards.

Provide guidance to program staff, project teams, and leadership on system development, integration, and modernization activities that support the organization’s transition to cloud environments.

Develop, review, and update IT policies, standards, and procedures to ensure compliance with Federal regulations, organizational directives, and recognized best practices to support IT operations.

Communicate project evaluation findings to stakeholders, and management ensuring effective utilization of costs and technical resources in support of mission needs.

To qualify for the position of IT Specialist (DATAMGT), at GG-2210-13, you must meet the minimum and/or basic qualification requirements listed below. Specialized Experience: For the GS-GG-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS/GG-12 in the Federal service.

Experience for this position includes: (1) Providing technical leadership for database modernization initiatives to cloud-based platforms by conducting requirements elicitation, business process analysis, and fit-gap assessments.

(2) Developing functional and non-functional requirements to guide solution architecture, system design, and implementation. (3) Applying and enforcing Software Development Life Cycle (SDLC) governance.

(4) Integrating DevSecOps practices to ensure system requirements, design, development, and implementation activities align with IT security, compliance, and risk management requirements, including applicable processes such as the NIST Risk Management Framework (RMF).

(5) Analyzing, defining, and managing systems integration and interoperability requirements, including system interfaces, data exchange rules, standards, and security requirements, to ensure seamless and secure integration across systems.

(6) Applying systems engineering and architecture principles to design and develop solutions that support system development, integration, and cloud modernization initiatives. Applicants must demonstrate and provide evidence in at least 3 of the above areas to be qualified.

Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Technical Competencies (Condition of Employment): In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
