SUPERVISORY IT SPECIALIST (APPSW/SYSANALYSIS)

Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems. Exercises supervisory personnel management responsibilities. Develops and maintains required programs to support mission needs. Performs required testing, troubleshoots, and corrects system and applications software discrepancies.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-13) or equivalent in other pay systems.

Examples of specialized experience includes: designing and maintaining database-integrated applications while evaluating the feasibility of proposed software projects and assessing emerging IT security methodologies; isolating complex system failures across hardware and software platforms while measuring performance to extend operating system capabilities in support of organizational business processes; and directing the operational planning and personnel management of an organization to meet strategic mission objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.

Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc.), weapon systems, command, control, and mission process, systems, and applications.

Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.

Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.

Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
