As an IT Specialist (System analysis/System administration), you will be responsible for a wide range of complex duties. Your major duties include, but are not limited to, the following: The duties described below are at the full-performance level of the position.

Serves as a senior technical specialist responsible for managing, integrating, and modernizing mission-critical IT systems and platforms.

Plans and implements installations, upgrades, migrations, patches, configuration changes, and performance improvements; resolves highly complex cross-platform problems; and develops technical standards and procedures for systems, websites, SharePoint, and Microsoft Power Platform services.

Leads systems-analysis and requirements-development activities by evaluating organizational needs, conducting business-case and technical analyses, defining business and technical requirements, and recommending IT products and solutions.

Determines testing, integration, implementation, and modernization approaches and provides expert technical advice and briefings to management and stakeholders.

Performs senior-level systems-security analysis and coordinates implementation of security controls, system authorization and assessment support, security documentation, vulnerability remediation, corrective actions, and cybersecurity compliance activities.

Provides advanced technical support, resolves complex customer-reported incidents, and coordinates required system and service changes with customers, technical officials, contractors, vendors, and the Cyber Security Team. Designs, develops, administers, and modernizes complex databases and data services.

Optimizes performance and capacity; resolves data-integrity, integration, storage, backup, recovery, migration, and continuity issues; and develops SQL queries, reports, dashboards, and other data products supporting operational and management decision-making.

Manages IT projects and coordinates cross-functional technical activities involving systems administration, systems analysis, cybersecurity, databases, applications, websites, contractors, vendors, and DOE technical organizations.

Develops project plans, milestones, schedules, resource and risk estimates, performance measures, and technical acquisition requirements and monitors contractor and vendor technical performance. Duties will be developmental in nature when filled below the full performance level.

You must meet all qualifications and eligibility requirements by the closing date (08/10/2026) of this announcement. Credit will be given for all appropriate qualifying experience.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected BASIC REQUIREMENT: In accordance with OPM's Individual Occupational Requirements and competency based framework for the GS-2210 series, Applicants must meet the following basic requirement for the Information Technology Management Series, GS-2210, positions at the GS-12 and GS-13 grade levels and must demonstrate all nine required general competencies at or above the minimum proficiency level applicable to the grade level for which they are being considered.

Level 3-Intermediate: Applies the competency in difficult situations and requires occasional guidance. Level 4-Advanced: Applies the competency in considerably difficult situations and generally requires little or no guidance. Required competencies Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

GS-12: Level 4 GS-13: Level 4 Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve problems, or satisfy expectations; knows about available products and services; and is committed to providing quality products and services.

GS-12: Level 4 GS-13: Level 4 Oral Communication: Expresses information, ideas, or facts effectively to individuals or groups, considering the audience and nature of the information; listens to others and responds appropriately.

GS-12: Level 3 GS-13: Level 3 Problem Solving: Identifies problems; determines the accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives; and makes recommendations.

GS-12: Level 3 GS-13: Level 4 Teamwork: Encourages and facilitates cooperation, trust, and commitment and works with others to achieve organizational or team goals.

GS-12: Level 4 GS-13: Level 4 Technical Competence: Uses job-related technical knowledge acquired through training or experience; works with, understands, and evaluates technical information; and provides technical advice to others.

GS-12: Level 3 GS-13: Level 4 -AND- SPECIALIZED EXPERIENCE FOR GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized experience for this position is defined as experience that demonstrates ALL of the following: Administering and maintaining organizational IT systems or platforms, including monitoring system performance and availability; performing system configuration, maintenance, upgrades, or patching; managing user accounts or system access; and diagnosing and resolving difficult operational or performance problems.

Gathering, analyzing, documenting, or validating business and technical requirements; evaluating IT products, services, or technical alternatives; and supporting the testing, integration, implementation, or enhancement of IT systems and solutions.

Implementing information-system security controls; maintaining system-security documentation; and supporting security-control assessments, system-authorization or compliance activities, incident reporting, vulnerability remediation, or corrective-action activities.

Administering or maintaining databases or data-management services, including performance, capacity, backup, recovery, query, reporting, or data-integrity activities; and diagnosing difficult customer-reported technical problems or coordinating technical solutions with customers, technical personnel, contractors, or vendors.

SPECIALIZED EXPERIENCE FOR GS 13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as experience that demonstrates ALL of the following: Leading or managing the administration, configuration, monitoring, maintenance, upgrading, migration, or modernization of complex IT systems or platforms; evaluating system performance, capacity, availability, serviceability, or recoverability; and resolving highly complex operational, integration, or cross-platform problems.

Leading organizational-needs, business-case, or technical analyses; eliciting, analyzing, documenting, and validating business and technical requirements; evaluating IT products, platforms, or technical alternatives; and defining or leading system-testing, integration, implementation, deployment, or modernization activities.

Leading or coordinating system-security, authorization, or compliance activities; developing or interpreting security procedures, technical criteria, or control-implementation guidance; analyzing significant vulnerabilities, incidents, or control deficiencies; and directing or coordinating corrective and remediation actions.

Designing, developing, administering, or modernizing complex databases or data services; resolving complex database-performance, capacity, data-integrity, backup, recovery, or integration problems; and coordinating database or data-service changes with customers, technical personnel, contractors, or vendors. -OR- I do not meet the normal one-year specialized-experience pathway, but I qualify under an alternative qualification pathway.
